This is some certified shit! Where I'm from if they see you working with power tools they want to check it out and see a permit. I'm talking minor stuff like opening up a wall to rerun a switch. These guys are digging a trench through the foundation and... no permits?

Exactly. Which is why I included the permits for the business RIGHT NEXT TO THEIRS that got permits for rearranging counters. Something is very very fucky.
In a different thread someone else managed to figure out that the photo was taken in the basement of Buck's camping and Fishing, and that the work also resulted in a joint doorway being opened into Besta Pizza. Given that Comet Ping Pong has a hidden doorway (or two) Besta Pizza and Buck's likely still have some kind of hidden doorway between them.

Warrants require reasonable grounds, some are only reasonable suspicion(of a crime) for a judge/magistrate/Justice of the Peace/Supreme Court Judge to approve. Municipal warrants for things like building inspections/failure to get permits and so on have an even lower threshold.
Then once on the premises things that are in "plain view" aka don't go digging through a closet are enough for criminal charges to be filed in a lot of places.

Why does one need to get a permit for building modifications? * safety is the stated reason (certainly code enforcement is important)
... but there are also * permit fees, which are determined as a percentage of the total job cost. Essentially a tax on building modifications.

It's also a matter of keeping records and ensuring that people don't stick a jackhammer through a sewer main or other utility. The safety aspect is not just for the people doing the work, but for the neighboring businesses that could incurr significant damage from unapproved, haphazard, and shoddy work. Or at minimum a considerable amount of lost revenue if their utilities were interrupted.

L'Enfant Plaza in DC has a cafe that sells those shirts. J'Ador L'Enfant does translate to "I Love The Child" but the connotation is mixed. The implication depends more on who is taking the photo as opposed to who the subject of the photo is until it can be confirmed that the person wearing the shirt is tied to Alefantis in some way and that the supposition about what Alefantis is doing is confirmed.

for anyone wanting to file a complaint or report un-permitted construction, here is DC's Department of Consumer and Regulatory Affairs

I'm on the west coast, but if someone wants to chip in for gas money, I could probably hand deliver a complaint in 3-3.5 days. Of course, if enough of us e-mail a complaint that includes the instagram pics, the bureaucracy would be forced to move. With enough attention/complaints code enforcement will have to do an on-site inspection. We should be sure to recommend inspectors have a police escort.
My e-mail draft mentions possible criminal activity/smuggling so inspectors might want to keep an eye open for un-permitted building mods related to the nature of smuggling.
