Could it just be marks from a life jacket or something? I know its a strange pattern, but I've definitely gotten similar looking (in shape/ color, not the pattern in particular) marks on my side from wearing a life vest thats too tight or even just laying on my side. It looks like they're on a boat so I'd be surprised if those kids weren't wearing a life vest at some point. Maybe they took it off for the picture, therefore the marks would still be fairly fresh?

Infant massage is actually supposed to be performed by the parents. It isn't anything weird, infant massage is actually totally innocent and can be as simple as stroking the babies head. Touch is very important for an infants development.
That being said, that doesn't mean that it isn't creepy in this context. Infant massage should never be done by anyone except the parents.
