The placement of the spots was a crowd-sourced effort, done by some of the older agents over at /r/ingress. I don't know about pokemon, but if you would check out the same spot on the ingress intelmap, you could see the in-game-names of whomever took the photo while placing the portal. Most likely a dead end.
